California Health & Safety Code, Section 1569.157 requires residential care facilities for the elderly to post the statutory rights of resident councils. Facilities must facilitate the formation of resident councils and then support councils and act on recommendations of the councils. Residents must be informed of their right to participate on a resident council without reprisal. The penalty for violating the statute is $250.
