Effective July 1, 2026, the Minimum Wage Standard under Chapter 17-1300 of the Philadelphia Code is $17.63 per hour.
This standard applies to certain businesses that contract with or receive financial assistance from the City of Philadelphia, including:
- New contracts, leases, concessions, franchises, financial-aid agreements, subcontracts, subleases, and subgrants effective on or after July 1, 2026.
- Amendments and renewals effective on or after July 1, 2026.
- Contracts lasting longer than one year that were entered into on or after April 19, 2019, and have not since been renewed or amended.
For covered contracts, amendments, or renewals effective before July 1, 2026, with terms of no more than one year, the $16.82 rate generally remains in effect through the end of the applicable term. Special rules may apply to older contracts.
This is not Philadelphia’s general minimum wage. It applies only to employers covered by Chapter 17-1300. Prevailing-wage requirements may also apply.
